From this sketch you can tell I have a 19x19 foot garage. 17.5x10 of that needs to be left open to park my van. That doesn't leave me with much space along the walls.
I took those measurements to www.mydeco.com (which has a fabulous FREE virtual room planning tool) and drew up a tentative floorplan:
It will even give you 3-D views to help get a better idea of what your design will look like:

Once I was sure I liked the basic layout of the garage, it was time to go full scale. Using the measurements and floorplan, I sketched out the footprint on the garage floor with sidewalk chalk:
Once I was sure the large items would fit and still allow enough clearance to park the car and get into and out of the house, I then designed the vertical layout by drawing (again with sidewalk chalk) on the garage walls:
I used these drawings to measure out how long of shelving I needed as well as how many hooks and other hardware I needed to hang everything on the wall.
With the floor and walls marked, I now have a pretty good idea of how much space everything is actually going to take up and helped me visualize exactly how everything would be grouped.
I was pretty detailed on the walls, but I wanted to make sure I wasn't forgetting anything, right down to the screwdrivers and hammers:
